Minutes – Parish Council Meeting – 26, June 2013



HELD ON THE 26th JUNE, 2013

PRESENT:  Mrs R. Wood (in the Chair), Mr G. Davie, Mr D. Marchant, Mrs L. Harris,  Mrs C Beddoe, Mrs J. Mannering and Mr. J Blackman   

In attendance were District Councillor Thornton, the clerk and several members of the public.   

  1. APOLOGIES FOR ABSENCE – District Councillor Hogarth.
  2. DECLARATION OF INTEREST – there was none.
  3. MINUTES OF THE MEETING HELD ON 2th April, 2013 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.


(1)  Confirmation of Election of Chairman and Vice Chairman 2013/14  

It was confirmed that at the Annual Parish Meeting held on 15th May, 2013 Mrs Rosie Wood was elected to serve as Chairman and Mr Graham Davie as Vice Chairman for 2013/14.

(2)  Confirmation of Appointment of Committee Members 2013/14  

It was confirmed that at the Annual Parish Meeting held on 15th May, 2013 the following appointments were made to Committee for 2013/14:

(3)  News on Tennis Court Redevelopment

A site meeting is to be held on 5th July with representatives of KCC, SDC, and the school to discuss the latest planning application submitted to KCC.

(4)  News on the Methodist Church

The clerk confirmed that a purchase offer, subject to contract and funding, has been submitted to the Church’s agent on 15th June, 2013.  No response has so far been received.  The clerk advised that in order to apply for the right to borrow it was necessary to submit a copy of the Minutes of the Parish Council Meeting held on 20th April, 2013, prior to their formal approval, and that this Minute should contain a resolutions formally agreeing that the Parish Council should seek powers to borrow and also to submit a loan application to the Public Works Loan Board.  The clerk advised that the Minutes had been prepared with the necessary resolutions.   The Parish Council confirmed that the resolutions in the Minutes accurately reflected the Parish Council’s position. 

(5)  The Allotments

It was agreed that the Parish Council’s Allotments Committee should meet with the Allotment Holders Committee to discuss a number of issues with regards to the management of the allotments, the Parish Council’s funding of the removal of waste materials and other on-going matters.

(6)  Restriction of public verges

It was agreed that the clerk should seek advice from Kent Highways with regards to the rights of residents to erect posts on verges (owned by Kent Highways) to stop vehicles from parking on, or mounting the verges outside their homes. 




6.      PLANNING

Planning applications reviewed since the last Parish Council Meeting: 

SE/13/0114/CONVAR – St Edward the Confessor Church, Long Barn Road, Weald  Variation of condition 1 of SE/11/02142FUL – to seek a further 3 year temporary consent.   Supported by the Parish Council.

SE/13/01291/FUL – Kalabagh, Long Barn Road, Weald Demolition of existing detached house and outbuilding.  Erection of new dwelling.  Supported by the Parish Council. 

SE/13/01265/FUL – 1 St Augustines Cottages, Bowzell Road, Weald Erection of new stables and outdoor riding arena, creation of hard standing, erection of perimeter fence and hedge.  Supported by the Parish Council

SE/13/01551/HOME – 7 Paiges Farm Close, Weald Removal of  dying leylandii hedge and replace with 70cm sleeper wall and 183 cm wood fence panels to boundary between house and garage.  The Parish Council objected to this application.  At 253 cm the fencing is too high and has an overbearing appearance.

SE/13/0168/MMA – Watermeade, Wickhurst Road, Weald Minor material amendments to application SE/13/00380/HOUSE.  The Parish Council objected to Application SE/13/00380/HOUSE.  The Application fails the “very special circumstances” test required to be passed where the 50% limit is exceeded by the proposed development.   

The Meeting was adjourned at 8.15 p.m.


The Meeting resumed at 8.30 p.m.


Mr Marchant notified the Parish Council of the damage to fencing around the War Memorial.    The clerk agreed to arrange for its repair.

Following discussion during the Public Question Time it was agreed that the Parish Council should submit a funding application to the Big Community Fund for the replacement of a finger post road sign at Bowzell Green.  This application to the co-ordinated by District Councillor Thornton.
