Minutes – Parish Council Meeting – 22 October, 2014



PRESENT:  Mrs R. Wood (in the Chair), Mr G. Davie, Mr D. Marchant, Mrs J Mannering, Mrs L Harris, Mrs C Beddoe and Mr J Blackman   

In attendance were District Councillor Thornton, the clerk and several members of the public.

  1. DECLARATION OF INTEREST – there was none.
  1. MINUTES OF THE MEETING HELD ON 10th September, 2014 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.


(1)  News on the MUGA

The Chairman reported that the MUGA was officially opened on the 3rd October by Dame Kelly Holmes and that the opening was very well attended by members of the community, the school and KCC.  

The clerk advised that he had still not received a response from KCC Planning Department to check whether the remaining earth mounds at the back and side of the MUGA had been approved by the planning authorities. 

(2)  News on the Methodist Church funding and extension of lease of the Green

The clerk reported the Trustees of the Knole Estate had offered a new 99 year to the Parish Council with a  12 month break clause on either side.  The Parish Council voted by six to one to accept the new lease and the clerk was instructed to so advise the Knole Estate and to execute the new lease.

   (3)  The Allotments

The clerk advised that a new Committee under the chairmanship of Mr Jim  Hawkins had been elected following a meeting of the allotment holders at the end of September.  The Parish Council congratulated the new committee members on their election and looked forward to working with them in the future.   

   (4) Annual Review 2013/2014

The clerk reported that the Annual Return submitted by the Parish Council for 2013/2014 had been approved by PKF Littlejohn LLP, external auditors appointed by the Audit Commission.

6.      PLANNING

Planning applications reviewed since the last Parish Council Meeting: 

SE/14/02472/HOUSE – Southwood, Hurst Lane, Weald  Erect two sheds    Supported by the Parish Council.

SE/14/02738/LBCA0LT – Wickhurst Manor, Wickhurst Road Weald Demolition of existing stables and rebuild to incorporate 2 home studies with lobby, bathroom and kitchenette and 1 stable.  Alternations to fenestration including re-cladding of pool house with the addition of solar panels to the pool house roof.  Supported by the Parish council which will be guided by the agencies which are responsible for safeguarding a listed building and other buildings associated with such a building.

SE/14/03038/HOUSE – 8 Weald Close, Weald – Two storey extension with gable and rear dormer, incorporating garage and roof extension.   The Parish Council objected to this application.   The proposed development will be built on the boundary of the adjoining property and will result in a loss of amenity to this property. 

The Meeting was adjourned at 8.15 p.m.


The Meeting resumed at 8.30 p.m.


There was general comment on the number of recent break-ins that had occurred in properties within the village.   The Parish Clouncil urged residents to be vigilant in protecting their properties.

Mr Blackman informed the members that work on the showers in the Recreation Ground changing room had been completed.

In response to Mr Marchant’s enquiry the clerk advised that work on the repair of the War Memorial was in hand and would be completed before Remembrance Day.    

Mr Marchant also drew attention to the semi-derelict Volvo car parked outside  Weald Garage and indicated that steps should be taken to remove this vehicle if the owner is not prepared to deal with it.
