Minutes – Parish Council Meeting – 17 February, 2016



HELD ON THE 17th February, 2016   




PRESENT:  Mrs R Wood, (in the Chair), Mrs L Harris, Mrs C Beddoe, Mrs K Long, Mrs J Mannering and Mr R Brunner      


In attendance were several members of the public and the clerk.  


  1. APOLOGIES FOR ABSENCE – District Councillor Hogarth


  1. DECLARATION OF INTEREST – there was none.


  1. MINUTES OF THE MEETING HELD ON 20th January, 2016 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.




(1)  Follow up to Meeting with WCPS and KCC

The clerk advised that an agreement establishing a revised right of way to the Parish Council had been entered into with KCC.  He advised that there had been no other developments to report on the other matters discussed at the above mentioned meeting.   He agreed to chase up a response from the school/KCC.  


(2)  Report on the Methodist Church

The clerk advised that increasing pressure is being put on the Methodist Church to resolve the current issues related to the purchase and to agree a completion date.  This was stressed in an email sent to the Mr Richardson, church treasurer, by Mrs Wood, earlier today.


(3)  HM The Queen – 90th Birthday Celebrations

Mrs Wood advised, that in response to an invitation from St George’s, she will meeting with the Vicar to discuss how the church, the Parish Council and other local organisations can co-ordinate events celebrating the HM The Queen’s 90th birthday.


(4)  Meeting with West Kent Housing Association   

Mrs Wood and the clerk reported on their meeting with Mr Leader of WKHA where he outlined the Association’s draft proposals for the renovation of Gilchrist Cottages and certain properties in Mount Pleasant Road, no.51-59.  Mr Leader advised that residents who would be potentially affected by these proposals are being, and will continue to be, consulted as these proposals are firmed up and Mr Leader agreed to attend an upcoming meeting of the Parish Council to more fully brief the Parish Council, residents and the general public.    Mrs Wood accepted Mr Leader’s offer and it was agreed, if convenient, that he would attend the Parish Council meeting in March, 2016.

6.      PLANNING

The undernoted planning application was reviewed by the Parish Council:

Proposal :

Proposed change of use of redundant daily building to four B1 offices








          and Reasons :



The Parish Council objects to this Application.


The proposed change in use will have a detrimental effect on a very quiet part of the village and will inevitably lead to a significant increase in current road traffic along a narrow country lane.

The proposals to accommodate 28 parking spaces are impracticable as spaces 17 to 23 are only accessible through “buddy” parking arrangements which may be difficult to enforced and space 8 and 27 limit access to the sewerage treatment plant.




Further Comments:

A high number of negative responses have been received through the neighbourhood consultation to this application. Neighbours and other objectors should be given the opportunity to present their objections to the Development Control Committee before the outcome of this application is determined.  



The meeting was adjourned at 7.50 a.m. and resumed at 8.00 p.m.





It was agreed that the official naming ceremony of the David Marchant Pavilion should be after the start of the cricket season with a date to be agreed by Mr Marchant and the teams using the pavilion. 


The clerk advised that permission has been given to the new formed Weald’s women stool ball team to hold league matches on the Village Green this summer.


Mrs Mannering enquired about discussions with the church authorities with regards to the status of Miss Paiges’s grave.   The clerk agreed to pick this matter up with Mr Jones are report back.


Mrs Beddoe advised that this year’s village Fete would be held on 25th June.
