MINUTES OF THE MEETING OF

WEALD PARISH COUNCIL

HELD ON THE 26th April, 2017   

PRESENT:  Mrs R Wood (in the Chair), Mrs L Harris, Mrs C Beddoe, Mr R Brunner and Mr J Blackman

In attendance were District Councillor Thornton, the clerk and 6 to 10 members of the public.

 

  1. APOLOGIES FOR ABSENCE –  Mrs K Long

 

  1. DECLARATION OF INTEREST – there was none.

 

  1. MINUTES OF THE MEETING HELD ON 29th March, 2017 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.

 

  1. MATTERS ARISING

 

  • Portfolio Holders’ Reports

Mr Brunner (Play Area):  reported that the main repair work on the play area was now complete.  However, some additional work will still be required to repair/replace the matting in the junior play area.

 

Mrs Long (Village Design Statement): reported, through the Chairman, that she was still in the process of forming the Steering Committee to oversee work on the Design Statement

 

Mr Blackman (Recreation Ground etc): reported that contact has not been made with the owner of the field in front of the Recreation Ground to discuss the use or purchase of this land for parking purposes.  Through Mr Fenn, Secretary to the Recreation Ground Users Association, it was advised that plans were being drawn up to bid for funding to improve the access road and other facilities at the Recreation Ground and to potential fund additional land for parking purposes. Potential funders include Sports England and Cory Waste.

 

Mrs Harris (Traffic surveys etc.) reported that she hoped progress would be made on the re-positioning of the traffic surveys on Morleys Road and Hubbards Hill following the Local Government elections on May 4th.

 

  • Update on the Methodist Church

The clerk advised that the planning application for the change of use had been submitted to SDC.   As advised at the last meeting the application for the change of use is to allow the church to be used for the main purposes identified in the recent village consultation: shop, café, room for meetings of societies, clubs and to host exhibitions etc.  

 

 

  • Update from Community Shop Committee

No update from the Committee members attending the Meeting.

 

 

  • Update on the Recreation Ground

Please note Mr Blackman’s report above.

 

  • Distribution of Minutes

The clerk advised that the Minutes for the two previous Meetings and draft Minutes of the Meeting on 29th March are now available on the Parish Council’s main notice board and website and have been made available for publication in the Parish Magazine.  Given the limited space available in the Parish Magazine it is likely that only Notes on the Parish Council Meetings and not the full Minutes will be published.

 

  • Annual Parish Meeting – 24th May, 2017

It was announced that the APM will be held at 7 p.m. on the 24th May and that all members of the community are most welcome to attend. Notices will be posted on the noticeboard, the website and in the local newsletter.      

 

 

  1. CORRESPONDENCE

 

Open Spaces Society – retained for Mrs Long.

 

  1. PLANNING

The following new applications have been reviewed by the Parish Council:

 

SE/17/01091/FUL- Vanhalla, Wickhurst Road – Continued use of land as garden for amenity, flower and vegetable production.   The Parish Council supported this application.

 

SE/17/00954/FUL – Hale Oak Farmhouse, Hale Oak Road – Conversion of barn to residential use.  The Parish Council supported this application.

 

SE/7/01098/FUL – Land to south of Cob Cottage, Riverhill, Sevenoaks – Directional sign to Teal Café.  The Parish Council supported this application.

 

 

  1. PUBLIC QUESTION TIME

The clerk agreed to get more detailed requirements/timings from Knole Estate to allow them to consider the proposal for the erection of a Peace Garden at the rear of the Memorial Hall.
