MINUTES OF THE MEETING OF
WEALD PARISH COUNCIL
HELD ON THE 6th MARCH, 2015
PRESENT: Mrs R Wood, (in the Chair), Mr G Davie, Mrs J Mannering, Mrs L Harris, and Mr J Blackman
In attendance were the clerk and several members of the public.

- DECLARATION OF INTEREST – there was none.
- MINUTES OF THE MEETING HELD ON 14th January, 2015 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.
4. MATTERS ARISING
(1) Additional Parking at the Memorial Hall – Action Plan Report
It was agreed that drawings of the proposed new parking area should be prepared and once available shared with the planning authority (SDC) for their initial comments. It was also agreed that an indicative quote for the
works should be obtained in order to understand the prospective costs of such a development.
(2) Methodist Church – Works following purchase – developments
The Parish Council is still awaiting formal confirmation that the Parish Council’s access rights to the property have been given through the renewal of the Parish Council’s lease over the Green.
(3) MUGA – responses back from KCC
The clerk advised that despite two follow- up emails being sent, no response to the Parish Council’s enquiries have been received. A further follow-up email will be sent by the clerk.
(4) Parish Council Elections 2015
The clerk reminded members that elections to the Parish Council will
take place on Thursday 7th May, 2015. Nomination papers were distributed to the members of the current Parish Council. Nomination papers are also available to any other interested person on application to the clerk.

Planning applications reviewed:
SE/15/00474/HOUSE – Wickhurst Manor, Wickhurst Road – Alterations to
pool house including re-cladding of pool house, alterations to fenestration and the addition of solar panels to the pool house roof. The Parish Council
supported this application.
SE/15/00255/LBCALT – Riverhill House, Riverhill, Sevenoaks – Replacement
of dilapidated terrace walls including new steps and walkways and repair/
renovation of Summer House. The Parish Council supported this application.
SE/15/0087/HOUSE – 4 Elmfield Close – Demolition of existing conservatory, construction of new room in similar position, alterations to fenestration to rear including new dormer on first floor, internal works. The Parish Council
supported this application.
SE/15/00243/FUL – Eggpie Cottage, Eggpie Lane – Erection of replacement dwelling following the demolition of existing property. The Parish Council objected to this application. The proposed floor area exceeds the 50% guidance level and the applicant has failed to demonstrate that any special circumstances exist to allow this development to proceed.
SE/15/00085/FUL – Land east of 2 Prudence Cottages, Long Barn Road – Erection of a 3 bedroom detached dwelling with integral garage. The Parish Council objected to this application. The Parish Council acknowledged that improvements have been made to the design of this proposed dwelling compared with the design submitted under SE/14/03774/FUL. However, it is still not appropriate in this prominent setting in the heart of the Village and the Weald Conservation Area next to Prudence Cottages which are described by SDC’s Conservation Officer as “attractive and prominent and are major contributors to the overall character of the village”. The Parish Council also objected to the siting of the parking places in front of proposed dwelling and considers that the parking should be at the rear of the property. The Parish Council also commented that:
1. The Neighbourhood consultation should be extended to all the properties in the Sevenoaks Weald Conservation Area and overlooking the Village Green before a decision is made on this application. So far the only property owner consulted is that of 2 Prudence Cottages who is the applicant of this planning application.
2. The views of SDC’s Conservation Officer should be sought on these proposals
3. The approval of the Planning Inspectorate will be required as the proposed access to this dwelling crosses over Common Land

SE/15/0023/HOUSE – Dale House, Church Road – The erection of a single storey side extension and canopy over front door. Approved.
The Meeting was adjourned at 7.45 p.m.

The Meeting resumed at 8.10 p.m.
8. ANY OTHER BUSINESS
The clerk advised that representatives of KCC and Kent Highways will be visiting Weald on 1st April to discuss with the Parish Council traffic, parking and other highways related matters.
Mrs Wood advised that the Finger Post Sign at Bowzells Green should be in place in the next few weeks.
Mrs Harris reminded the Parish Council that it was agreed that six months after the opening of the MUGA that a variation of the planning conditions restricting the car parking facilities to the school and users of the MUGA would be applied for to allow general usage of the car park by members of the community. The clerk agreed to bring this to the attention of the school/KCC planners and that for an appropriate application to be made.
