MINUTES OF THE MEETING OF
WEALD PARISH COUNCIL
HELD ON THE 24th APRIL, 2013
PRESENT: Mrs R. Wood (in the Chair), Mr G. Davie, Mr D. Marchant, Mrs L. Harris, Mrs J. Mannering and Mr. J Blackman
In attendance were County Councillor Chard, District Councillor Thornton, the clerk and approx. 10 members of the public.

- MINUTES OF THE MEETING HELD ON 20th March, 2013 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.
4. MATTERS ARISING
(1) REDEVELOPMENT OF THE TENNIS COURTS IN WICKHURST ROAD
The clerk advised that the Planning Application in respect of the above redevelopment will not be considered by KCC until June, 2013 and that this potentially puts the funding available to Weald Community Primary School to cover their share of the redevelopment costs in doubt. The clerk advised that he had contacted the school to seek clarification on their funding and agreed to report back to members as soon as possible.
(2) THE METHODIST CHURCH
The Chairman reported that after wide consultation within the Village there was a very strong desire that, if possible, the former Methodist Church should be taken into the ownership of the Parish Council and the former Church used to host community events etc. The Chairman also reported that there was widespread fear that if this did not happen the Church would be sold, the site redeveloped and one of the oldest and most iconic buildings in the Village would be lost. The members of the Parish Council unanimously agreed that an offer to buy the former Church should be submitted.
It was agreed and resolved that Weald Parish Council submit a bid of £65,000 to acquire the former Methodist Church, the Green, Weald, and if this bid is successful the former Church should be used to host community meetings, exhibitions and other events.
It was further resolved and agreed that the Parish Council should seek powers to borrow and subject to this power being granted that an application should be submitted to the Public Works Loan Board (PWLB) for a £55,000 loan to be repaid over a 25 year term to part finance the purchase and renovation of the building (estimated at £10,000).
The clerk advised that currently a 25 year loan facility from PWLB carries a fixed interest rate of 3.45% p.a. and that the annual repayment, inclusive of interest, would amount to £3,333.46.
(3) REPAIRS TO THE GREEN
The Parish Council noted that the requested repairs to the Green had been undertaken and first impressions of the outcome were favourable.
(4) THE ANNUAL PARISH MEETING
The Chairman checked with members of the Parish Council that arrangements were in hand for the APM to be held on Wednesday, 15th May at which the former Lord Mayor of London, Sir David Wootton, would be guest speaker.
SDC – Local Development Framework Consultation – circulated to Members for review and appropriate response
Results received since last Parish Council Meeting:
SE/13/00292/FUL – St George’s Churchyard, Glebe Road, Weald Two short lengths of path to allow disabled users to access the rear of the Churchyard via the Scout Hall site drive with the latter’s consent. Approved.
SE/12/03426/HOUSE – Dale House, Church Road, Weald Amendment to previously approved scheme granted under reference SE/12/00077. Approved.
SE/13/00380/HOUSE – Watermead, Wickhurst Road, Weald Demolition of two existing porches and rear section of existing garage and sunroom. Erection of single storey rear extension, erection of front porch extension, erection of first floor side extension, replacement of dormer windows on rear elevation and insertion of Juliette balcony, alternations to fenestration, including removal of chimney. Approved.
The Meeting was adjourned at 8.15 p.m.

The Meeting resumed at 8.30 p.m.
8. ANY OTHER BUSINESS
Mr Marchant requested that the War Memorial be cleaned. The clerk agreed to arrange this.
Mrs Harris asked if there had been any developments re our request that Conservation status be granted to the Green and the surrounding buildings. The Chairman confirmed there had been none but will check the status with SDC’s Conservation Officer and report back to the Parish Council.
Mrs Harris commented on the poor upkeep of the burial ground. The person in charge of the burial ground was in the audience and advised that steps are being taken to improve the general maintenance of the burial ground and improvements should be seen shortly.
Mrs Beddoe requested to know if the main buildings at Weald Community Primary School were listed. The clerk advised that they were not. Mrs Beddoe advised that the school has plans to install solar panels on the main school roof. These plans will be considered by the Parish Council in due course when an appropriate planning application is submitted.
Mrs Wood advised that the Parish Council had been requested to contribute approx. £600 towards the reconstruction of a damaged Victorian finger post road sign in Bowzell Road. Mr Chard advised that as Kent Highways are responsible for road signs it may be possible for them to contribute towards this replacement sign up to the cost Kent Highways would pay for a modern replacement. Councillor Chard agreed to discuss this with Kent Highways and advise the Parish Council accordingly.
Mrs Wood also sought the Parish Council’s agreement to make a £200 donation to Sir David Wootton’s Lord Mayor Charity in recognition of him being the guest speaker at the forthcoming APM. This was agreed unanimously by the members of the Parish Council.
Mr Davie sought the Parish Council’s agreement to proceed with the proposed barrier to the Memorial Hall car park. This was unanimously agreed by the members of the Parish Council and the clerk instructed to pursue the contract for a quotation for such a barrier.
